Policy Exchange is not a conventional venue for lunch. Invitation only, there were no menus that I could discern, and mostly what is available is served or via buffet. Quality varies. Sometimes excellent, sometimes little more than a dry biscuit with terrifying coffee that may have been stewing from the previous service. Staff can appear quite distracted, or lost in deep thought by a bank of compute screens. The maitre d'hotel however does their best to meet everyone and ensure a lively exchange of views. I am not sure it would be my preferred destination for a romantic meal or business lunch. But certainly if wanting to learn more about bus franchising while nibbling a sandwich, it has much to commend it.
