It's a car park. You can park here during certain times. Its pretty big and close to the town centre. The covid testing site is here. They are lovely people doing a tough job.

Free on Sundays, bit of a walk from main Town centre, situated at the top end of town, but a nice downhill walk into the centre shopping area.
